Downspout count and sizing
Overflow is usually a capacity problem, not a cleaning problem. Adding downspouts is often cheaper and more effective than upsizing the gutter.
Fascia condition
Gutters hang on the fascia. Rotted board has to be replaced first, and it is common on homes where the old gutters overflowed for years.
Discharge and grading
Extending discharge six to ten feet from the foundation is among the cheapest water-intrusion fixes available, and underground extensions cost more but solve it permanently.
Height and roof complexity
Three-story runs and cut-up rooflines take longer and need more staging.

It depends on which government reviews your address, and the difference is not small — the same job can be permit-exempt in one jurisdiction and a filed permit a mile away.

What homeowners ask us about gutters
Why do my gutters overflow even though they are clean?
Almost always undersizing or pitch. A 5" gutter with one downspout cannot carry the volume that a steep DMV roof sheds in a summer thunderstorm. The fix is usually 6" gutter, a larger downspout, or simply more downspouts — not another cleaning.
Are gutter guards worth it?
Under mature oak and maple — the default in most established DMV neighborhoods — yes, they meaningfully cut cleanings. Under pine, they help less because needles sit on top. No guard is truly maintenance-free, and any company that tells you otherwise is selling you something.
Can bad gutters really cause basement water?
