What needs a permit in Arlington
This is the question that changes most between jurisdictions, and getting it wrong is expensive in both directions — an unpermitted alteration surfaces at resale, and pulling a permit nobody required wastes weeks.

Permit-exempt does not mean code-exempt
Every jurisdiction on this site says some version of the same thing: work that needs no permit still has to meet the building code. Underlayment, ice barrier, fastening, flashing, and ventilation are all required whether or not an inspector ever looks. Where no one inspects, the documentation your contractor produces is the only proof the hidden work was done right.

Building code in force
The 2021 Virginia Uniform Statewide Building Code. Virginia adopted the 2021 I-codes effective January 18, 2024, with mandatory compliance for all new permits from January 18, 2025.
Virginia DPOR license — required over $1,000
Virginia requires a DPOR contractor license for any construction, repair, or improvement contract worth more than $1,000. Classes are set by project value: Class C covers $1,000–$30,000, Class B $30,000–$150,000, and Class A above $150,000. Ask which class a bidder holds — a Class C licensee cannot legally take a $60,000 job. You can verify any license free on the DPOR site before you sign.
Inspections
Because most re-roof, re-side, and in-kind window work is permit-exempt in Virginia, there is usually no county inspection on these jobs — which puts the entire quality burden on your contractor and on you. That is exactly why we photograph the deck, the wrap, and the flashing before they are covered. When a permit does apply (structural deck repair, enlarged openings, or historic review), expect a framing or sheathing inspection before cover and a final inspection at completion.
Historic & design review
Local historic districts override the state exemption
The USBC exemptions carry an explicit exception: in historic districts and special flood hazard areas, the building official can still require a permit for otherwise exempt work. Arlington has local historic districts and individually designated properties, and a visible material change on one of them is reviewable. Confirm your address before assuming the exemption applies to you.

Important things to know in Arlington
No permit means no inspector — that cuts both ways
Permit-exempt is convenient and it is also the entire risk. On a typical Arlington re-roof nobody from the county will ever look at your deck, your underlayment, your ice barrier, or your flashing. The only record that the concealed work was done right is the photo documentation your contractor produces. If a bidder does not offer that, you are buying on faith.
Exempt from permit is not exempt from code
The USBC still requires correct underlayment, fastening, ice barrier at the eaves, and flashing whether or not anyone inspects it. Bids that come in dramatically low in Arlington are usually low because they omit exactly the items no one will check.
The 1940s–50s housing stock has predictable failure points
Much of Arlington’s single-family stock is mid-century, which means original or first-replacement windows, undersized 5-inch gutters on steep roofs that overflow in summer storms, and wall sheathing that has seen decades of imperfect flashing. We expect to find rot at the bottom siding course and around window heads, and we price that contingency before we open the wall rather than after.
