Exterior work in Alexandria, VA: permits, code & costs
Alexandria is the Virginia jurisdiction where the state permit exemption matters least, because so much of the city sits inside a local historic district. In Old and Historic Alexandria and in Parker-Gray, design review governs — and a Certificate of Appropriateness has to be in hand before a building permit application can even be filed.

Permits by trade
What needs a permit in Alexandria
This is the question that changes most between jurisdictions, and getting it wrong is expensive in both directions — an unpermitted alteration surfaces at resale, and pulling a permit nobody required wastes weeks.
| Trade | Status | What that means |
|---|---|---|
| Roofing | Usually exempt | Virginia USBC §108.2 exempts replacement of an unlimited amount of roof covering on a single-family home (Groups R-3, R-4, R-5) where the nominal design wind speed is 100 mph or less — which covers Northern Virginia. Structural deck work beyond the exemption, or any historic district, changes the answer. |
| Siding | Usually exempt | The same USBC exemption covers replacement of an unlimited amount of siding on a single-family home. Fairfax County states it plainly as "re-siding of building/home with similar material." Switching to a materially different cladding, or structural sheathing repair, can pull it back in. |
| Windows | Usually exempt | USBC §108.2 exempts replacement windows and doors "of similar operation and opening dimensions that do not require changes to the existing framed opening." Enlarging the opening, or a full-frame replacement that alters the rough opening, needs a permit. |
| Gutters | Usually exempt | Gutter and downspout replacement is routine maintenance. Fairfax County lists "gutters" outright as not requiring a permit. Where a downspout discharges can still be a stormwater or zoning question. |
Permit-exempt does not mean code-exempt
Every jurisdiction on this site says some version of the same thing: work that needs no permit still has to meet the building code. Underlayment, ice barrier, fastening, flashing, and ventilation are all required whether or not an inspector ever looks. Where no one inspects, the documentation your contractor produces is the only proof the hidden work was done right.
Code & licensing
The rules behind the answer
Building code in force
The 2021 Virginia Uniform Statewide Building Code, effective January 18, 2024 with mandatory compliance from January 18, 2025 — layered with the city’s historic district design review.
Virginia DPOR license — required over $1,000
Virginia requires a DPOR contractor license for any construction, repair, or improvement contract worth more than $1,000. Classes are set by project value: Class C covers $1,000–$30,000, Class B $30,000–$150,000, and Class A above $150,000. Ask which class a bidder holds — a Class C licensee cannot legally take a $60,000 job. You can verify any license free on the DPOR site before you sign.
Inspections
Outside the historic districts, Alexandria follows the same USBC posture as the rest of Northern Virginia and most replacement work goes uninspected. Inside them, the binding review is design rather than structural, and it happens before the permit — which means the schedule, not the inspection, is what you plan around.
Historic & design review
The BAR review is the schedule — plan months, not days
A Certificate of Appropriateness is required for exterior alterations within a local historic district that are visible from a public right of way. Many replacements — doors, siding, roofing, windows — can be approved administratively by preservation staff, often within a few business days. Anything that needs a full BAR public hearing is a different timeline: hearings commonly run four to eight weeks from submission, and it is realistic to plan two to four months for a common exterior project from first submission to permit in hand. Start the review before you shop materials, not after.
Local knowledge
Important things to know in Alexandria
Visible from a public way is the test
The review hinges on visibility from a public right of way, which is why a rear elevation is often treated differently from a street facade on the same house. It also means a change you assume is invisible may not be, depending on sightlines. Preservation staff will tell you — ask before you assume.
Material and profile matter more than performance here
In Old Town, the approvable answer is frequently not the highest-performing modern product. Window profile, muntin pattern, siding exposure, and roof material are all reviewable, and a vinyl unit that would sail through in Springfield may be refused on a King Street block. Budget for the approvable product, not the catalog-best one.
The city is updating its historic design guidelines
Alexandria has been moving to modernize its historic design guidelines, so specifics can shift. We confirm current requirements with preservation staff for your address rather than relying on what was approvable on a neighboring project two years ago.
