Roofing, siding, windows & gutters in Chevy Chase
Chevy Chase is the clearest example on this site of why "the county says no permit needed" is an incomplete answer. Several of the incorporated villages here run their own review — and in Chevy Chase Village, that review comes before anything else.

The housing here
What Chevy Chase stock means for your exterior
The area is known for early-twentieth-century detached homes on established, heavily treed streets, with a substantial amount of period detailing that both the villages and the county historic programme take an interest in preserving.
Who reviews your address
Check your municipality first. Chevy Chase Village, Kensington, and Takoma Park may require local review before a county Historic Area Work Permit application, and county permit exemptions never override a municipality.
Local knowledge
What we watch for in Chevy Chase
Chevy Chase Village reviews before the county process
The Village Manager reviews permit applications and under most circumstances acts within five to ten working days. Properties inside the Chevy Chase Village Historic District also require review by the Board of Managers against adopted design guidelines. Montgomery County’s own historic programme notes that Chevy Chase Village, Kensington, and Takoma Park may all need to review a proposal before a county Historic Area Work Permit is applied for.
Mature tree canopy is a gutter problem
The oak and maple canopy that makes these streets desirable also fills gutters relentlessly. Overflow here is usually a capacity problem rather than a cleaning problem — a 5-inch gutter with one downspout cannot carry what a steep roof sheds in a summer storm. More downspouts is often the cheaper and better fix than a bigger gutter.
Period detail is reviewable detail
Roof material, siding exposure, and window profile all read as period-correct or not, and inside the historic district that judgement is formal rather than aesthetic. Budget for the approvable product.
Permits by trade
What needs a permit in Montgomery County
Chevy Chase follows Montgomery County rules. Local historic or municipal review can add a step on top — see the note above for your address.
| Trade | Status | What that means |
|---|---|---|
| Roofing | Usually exempt | Montgomery County lists "roof (covering only)" among work that does not require a permit. Covering only is the operative phrase: replacing the covering is exempt, while structural changes or deck rebuilding are not. |
| Siding | Usually exempt | "Siding" appears directly on the county’s no-permit list. As always the exempt work still has to comply with the building code — exempt from permit is not exempt from the rules. |
| Windows | Usually exempt | Exempt for "windows and doors without changing the opening size and without changing the net clear opening dimensions." That second clause matters: bedroom windows have an egress minimum, and a replacement unit that shrinks the clear opening below it is a code violation even though no permit was pulled. |
| Gutters | Usually exempt | "Gutters and downspouts" are named on the county’s no-permit list. |
